Tasks of the Committee of Exporters and Economic Clusters



Explanatory Introduction: The tasks of the committee were first established when it was established in July 2005. And expanded its functions in October 2009. By adding a promotional sector. Then, in January 2011, it modified its duties and responsibilities as follows. According to the work plan of the union committees for the year 2011. And that is by expanding the committee’s tasks to include the aspect of global economic blocs, which is closer to export than others. Also, most Arab federations of Chambers of Commerce and Industry have a specialized committee for economic blocs:



1. The Committee of Exporters and Economic Clusters is concerned with the affairs of exporters, their conditions, the progress of their export business, export transactions and export markets for Yemeni products. It is also concerned with the role, position and activity of the private sector in the Arab, regional and international economic blocs.



2. Organizing the different categories of exporters, including companies, institutions, farms, factories, and various organizations of private sector individuals, according to the quality, nature and specificity of the work of each export group or group of them. Knowing their concerns and problems, and working to remove those concerns and solve those problems in coordination with the Federation and the Chambers of Commerce and Industry.



3. Qualifying exporters and upgrading their work, and making them able to organize themselves and improve their activities and raise the level of quality of Yemeni exports by absorbing international trade variables and their effects on Yemeni exports and exporters.



4. Coordination with the Board of Directors, the President of the Federation, the General Administration of the Federation and the rest of the specialized committees to enhance the effectiveness of the activity of all sectors of the private sector in the field of export and export. As well as in the field of private sector participation in the activities of Arab, regional and international economic blocs.



5. The committee works to collect information on Arab economic blocs, such as: the Cooperation Council for the Arab States of the Gulf - the Council of Arab Economic Unity and others, and regional economic blocs, such as: Sana'a and others. And global economic blocs, such as: the grouping of countries bordering the Pacific Ocean (India) - the Barcelona grouping - the ASEAN bloc - the group of twenty countries - and other international and global blocs. And introducing it to the General Union and the Chambers of Commerce and Industry, especially the aspects that concern the Yemeni private sector and its position in each of them.



6. Supervising the aspects of packaging, whether in the private export sector or in other industrial, commercial, service sectors for the private sector, by considering the committee to be the specialized committee mainly in this aspect and coordinating its work in it with the rest of the other specialized committees of the union.



7. Paying attention to the laws, regulations, and legislations related to export, which are related to it, its internal and external transactions, procedures and specifications. Also, introducing the agreements and protocols of the Arab, regional and international economic blocs.



8. List the issues related to the affairs of export and exporters as companies and individuals, and organize the categories of exporters institutionally and practically and overcome all that hinders their work, and encourage export operations to raise the volume of exports. Facilitating export procedures and facilitating their transactions, including certificates of origin transactions and the like.



9. Helping to develop exports with all countries and economic blocs, especially the Gulf Cooperation Council countries and all Arab countries, and strengthening Yemeni exporters' direct relations with importers in the various countries concerned.



10. Strengthening the spirit of trust and cooperation between the exporting private sector and relevant governmental institutions such as the Ministry of Industry and Trade, Customs, and others. And developing dealings with these agencies to facilitate export operations and encourage exporters.



11. Promote Yemeni exports at home and abroad through websites, commercial directories, exhibitions and promotional publications, contribute to the organization of export-related seminars and programs, and hold conferences related to this, in coordination with the General Administration of the Federation and the Investment and Promotion Committee.



12. Providing support to the export sector by various means, including investment financing, to improve and develop exporters' facilities, factories, farms and means of work, so that the exported Yemeni product becomes able to compete globally.



13. Improving the quality of export packing and packaging, and the ways and means of transporting them. And commitment to international specifications and standards for the quality of exports.



14. Coordination with the rest of the specialized committees, especially the Trade Committee, the Industry Committee, and the Productive Sectors Committee on export issues that concern them. Coordination with all specialized committees regarding Arab, regional and international economic blocs.



15. Work to establish a national authority to guarantee export credit as a primary task for the committee, because the establishment of this authority would represent a great boost to increase the volume of Yemeni exports.



16. The committee considers the documents, reports and information referred to the committee by the General Union and its general administration regarding the economic blocs, and the extent to which our country has a relationship with each of these blocs, and the extent to which the Yemeni private sector has a relationship with each of them. the private sector in the constituent countries of the bloc concerned. And discuss the results related to Yemeni exporters and the Yemeni private sector. And submitting proposals on these aspects to the leadership of the General Union and the rest of its specialized committees.



17. The committee works on searching for new export opportunities for Yemeni exports to the countries of each economic bloc, and developing and increasing the existing Yemeni exports to each of the countries of the concerned economic bloc.
